MTPL, or Motor Third Party Liability insurance, is mandatory in Latvia for any motor vehicle that participates in road traffic. It is regulated by the Law of the Republic of Latvia "On Compulsory Civil Liability Insurance" and can only be terminated in specific cases provided by law, such as:
- Change of vehicle ownership (e.g., sale).
- Disposal for scrap metal or official de-registration of the vehicle.
- Theft of the vehicle (requires a police report).
- De-registration of the vehicle and return of license plates to the Road Traffic Safety Directorate (CSDD).

Yes, BTA voluntary insurance policies (for example, CASCO, property insurance) can be terminated at any time by submitting a termination request. After the policy is terminated, BTA will calculate and refund the unused portion of the insurance premium, taking into account the terms of the agreement and the period the policy was in effect.
If the leasing period has ended and the vehicle's ownership has changed, the CASCO policy remains valid and does not need to be terminated. However, the customer must contact the policy seller to update the policy details to reflect the new owner.
To receive a refund for the unused part of the MTPL premium, the policyholder must submit a respective request. If this request is submitted within 7 days after the policy is no longer active in the LTAB (Motor Insurers' Bureau of Latvia) register, the refund is calculated from that date. If the request is received later — starting from the 8th day — the policy is considered terminated as of the request receipt date, and the refund is calculated accordingly.
Yes, a policy can still be terminated even if a claim has been submitted. Whether part of the premium can be refunded depends on the amount of the claim already paid or to be paid. If the claim amount is less than the unused portion of the premium, BTA will calculate and refund the difference, deducting administrative costs. If the paid-out indemnity exceeds the remaining premium balance, no refund will be made.
